I don't have a short Cookbook, I would grep the stuff to a test 
machine, update the neccessary db entries (convert stuff from latin1 
to utf8 and fix upcoming errors...). This is probably the major task. 
In the end just update the http or html header bugzilla sends out to 
UTF-8. That should be all needed ;-)
