[PATCH][SAMBA3] better compiler option checking

Hi all,

The attached patch implements a more structured way of checking compiler
options. It imports the CFLAGS autoconf macros from the autoconf macro
archive and uses these to replace a number of ad-hoc compiler option
checks.

I have another patch pending that does a lot more manipulation of complier
options, but since this imports a large-ish amount of autoconf macro code,
I thought some initial feedback would be appropriate ...
