[PATCH] Change passwords on accounts with no password checking

This patch makes it possible for users with no password checking (N
flag in acct_ctrl, set with smbpasswd -n) to set a password from MS
Windows clients (tested on XP SP2). When changing, they must enter an
empty password in the old password field.

I am not sure whether this behaviour is generally desirable, but it
means the MS Windows password change works more like smbpasswd.

Without the patch, Samba returns NT_STATUS_WRONG_PASSWORD.
