MIPSPro 7.4 supports C99, but you have to use either /usr/bin/c99
or /usr/bin/cc -c99. The latter seemed easier to check for.

Are you ok with checking config.pm for CPP in yapp? I just now noticed
in the Makefile where it passes CPP in the environment ...
