[PATCH] coalesce sync tunable logic into file_sync()

Hi all,

This patch moves all the checks for "strict sync" and "sync always" to
the same place. This makes the logic a bit easier to follow (at least to
my eyes).

I'll push this into svn in a day or so unless there are any comments ...
