General configure ?, why test for header existance after test of use?

I am seeing in the SAMBA4 and other configure scripts that the script 
first makes a test that includes a header and checks to see if it 
provides usable values.

Then the next test is one that checks to see if the header exists at all.

Is not the passing of the first test sufficient to decide that the 
header exists?
