I understand what the problem is and I understand the
work arounds.  I agree that we need a better solution but
disabling variable expansiobn will break existing installations.
This change will not go into 3.0.21.

We can continue discussing it and figure out the best way
but until we get consensus (or at least resignation),
I can let this into the release code.  My inbox wouldn't
take it.
