Not exactly trying to prevent panics, just not replace the built in 
panic handler with a SAMBA provided one.

OpenVMS has a built in panic handler that is set up by default, and 
having fault_setup establish a local panic handler for fatal signals 
removes critical debugging information.

This may also be the case on other platforms.

In the case of OpenVMS, with out this type of change, instead of getting 
the true cause of the panic, we get only one of the UNIX panic codes 
which is a significant loss of precision.
