PATCH - Add replacement sys_mkdir

How about something like the following? Other platforms will not have to change any code and I can
live with it. Trying to do a simple #define for mkdir in other places causes all sorts of problems
due to the locations where mkdir and _mkdir is declaired in the mingw headers.
