SAMR SetSecurity failure on current SVN Samba4

It appears that something recent (I presume PIDL changes, as the IDL
hasn't changed to my knowledge) has broken SetSecurity on SAMR in
Samba4, against a Win2k3 server.  

This makes the RPC-SAMR test fail (I'm currently testing other SAMR
changes, which is why I noticed).
