Second release of ngacl package

Hi,
I continued my implementation of windows-like acls for linux. I just
released a second alpha version of my efforts on sourceforge.net (
http://sourceforge.net/projects/ngacl/) It has become much more stable
and gained some features. I hope i can start next week with some stress
tests. Let me know, if you have problems in getting the system running
or if you have found some bugs. If you want to help: The thing i need the most is a devloper with kernel experience!!
