[2.6 patch] let CIFS_EXPERIMENTAL depend on EXPERIMENTAL

CONFIG_EXPERIMENTAL itself doesn't turn on anything.

Enabling CONFIG_EXPERIMENTAL offers options that are considered 
experimental code.
