The document gives a high-level overview of WINS replication.  The better 
doc, however, is the older "Microsoft Windows NT Server 4.0 WINS: 
Architecture and Capacity Planning".  It provides information on the 
timers, the record types, the various states of WINS records, etc.

I've been dabbling in the WINS Replication area for a while.  JF actually 
worked it out, and I've never had time to catch up.  A shame.  I wish I'd 
gotten far enough to do an appendix to my book.
