3.0.14 to address Windows 2003 SP1 issues

Folks,

We are looking at a 3.0.14 release by weeks end to address
a few issues introduced by Win2003 sp1.

* can't use schannel on the \lsarpc pipe any more (fixed in svn)
* winbind in 'security = domain' getting NT_STATUS_ACCESS_DENIED
~  on the samr_connect2() request (under investogation)

We've (me actually) appear to have broken running *.exe files on a
dfs referred share from Windows XP sp2 clients.  And I'll intergrate
some other low risk bug fixes.

If you come across any more Windows 2003 SP1 issues, please
file a bug.  Thanks.
