When clients are not configured to use a WINS server, they broadcast to
find a DC on the same subnet.  Use of a WINS server is more reliable, as
they can simply ask the server, like DNS does.

If the clients are configured to use a wins server, and it does not
exist, then things still work on broadcast.  However, if clients via the
'netbios node type' configuration are told to only use the WINS server,
then bad things do happen.
