No, I don't think Andrew was saying that. I think he was
saying that utf8 is the "preferred" system charset, but
you can use SJIS (CP932) if you want. Just realise that
if you do that it also becomes the internal charset for
Samba also. That's why I'm adding the fixes we need to
ensure that works.
