permission to manipulate

Hi All,

Looking at the code, it looks like only users who are on the "admin users"
list in smb.conf share section are capable of getting and setting quota.

My question is, why was it done this way.
Why it was not done in the way windows does which allows admin group users
to manipulate quotas?

Sorry if I did not get it right.

The main issue is that conn->admin is set to true ONLY in: set_admin_user()
