Restriction on number of Telnet Session

Hi,

Would like to get some advise on the following :

I've the Sun Server with Solaris 8.
I've also the client PC (Windows based) to use the 3rd software (TinyTerm) 
for the Telnet session usage.

At the current configuration, I've a single shortcut on the client PC 
desktop.
Normally the end user able to click many times on the icon and login using 
the same user login & password.

How do i restrict this, if the user only able to open the software and only 
login once per PC ?

Is there Samba provided the scripts / software to do this, which is to 
configured on the Server ?
