[PATCH] libiconv detection fix

Hi all,

I didn't get the libiconv detection quite right earlier. It's a little
complicated for IRIX because there is an iconv implementation in libc
but it doesn't have the necessary conversions. We need to make sure we
get the implementation that matches the right headers.

This is a repost of the patch previously posted here, and retested
againtst 3.0.5rc1:
