wrepld and secondary wins server

I was giving a look at the repository of wrepld.

Simo Sorce told me that it isn't complete, and I'd like to try work on it.

Is there some documentation that explains how the wins server exchange 
their informations and a description of the status of wrepld?

I've read that the author of the code is someone called Jean François 
Micouleau. Is he maybe here in this list?
