contributors section of WHATSNEW

Folks,

We've decided (based on suggestions) to maintain a contributors
list in the "Changes" section of the WHATSNEW (beginning with
3.0.2pre1).  I've checked in a draft version of what it will
look like to the SAMBA_3_0 CVS tree so everyone gets a peek
before release.

For those with commit priviledges, this means that you must
include the name (and email) of the author of any patches
that you checkin.  Everyone's done a great job in the past,
so I don't forsee this as being any more work than we've
already been carrying.
