samba4 developer howto

I've written a short howto on setting up a basic Samba4 server. This
is meant for those who wish to help with the development of Samba4. It
is not meant for production use. Samba4 is not yet at the stage where
we are calling for general testers, but it is most certainly at the
stage where people who wish to help with development can get involved.
