SAMR_CREATE_DOM_ALIAS on 3.0.3rc1, ldap backend

There is a regression from 3.0.3pre2 to 3.0.3rc1 for SAMR_CREATE_DOM_ALIAS. 
On 3.0.3rc1 without winbind we cannot create localgroup with 
SAMR_CREATE_DOM_ALIAS? The pdb_create_alias should create group first, 
instead of calling the pdb_default_create_alias, which do a lookup_name for a 
name that was not yet created!
