net vs usrmgr

Hello!

Samba 3.0.0 release. Configured as PDC, passdb backend = tdbsam.

I'v got some interesting difference in behaviour samba's NET command and win
usrmgr.exe. 

When I try to add user with NET, everything is OK.
And I can add user with usrmgr, BUT the new user have empty Account Flags.

Is this a bug? Should I add it to bugzilla?
