well it's auto/yes, configure tries to build smbd/quotas.c to test if it 
works:-)
if not WITH_QUOTAS is not defined.

we fist try if sys quota works, if yes use it otherwise test old quota, if 
it works ue it, if not use NO QUOTAS...
