order of idmap backends

The original idea is that you may have only 2 backends:
local (eg: fixed to tdb)
and remote (eg: ldap, winbind ...)

So the order should be fixed inside the code.
I do not know if anybody added more layers, if so, then he have to
explain why and how they are supposed to work.
