samba-3.0.0beta1 codeset issue on non-Linux

IRIX does not seem to support any UCS-2LE codesets though it does 
support UCS-2. (I assume the UCS-2LE is little-endian and the fact
that IRIX is big-endian may be the reason). Also I only see support
for a codeset called DOS855 and nothing with an 850 in it. I think
we need to make "required codesets" a part of samba.
