I think these changes actually revert code in 3.0.  in particular 
the use of qsort() over is_local_ip() was considered to be a good 
thing i think.  Also the nameing of rpc_find_dc was to distinguish 
from the ads counterpart.  I'll look at it some more before I change 
anything though (and talk to you on Sunday).
