I have always loathed the implementation of %U.  I think badly defined,
and just causes people confusion.  %u is much better, as long as you
don't have silly 'force user' stuff in effect. 

I need to implement a way you can easily query the value of the
currently authenticated user (which we always know), but for now %u will
do the job.
