'winbind enable local accounts' means that winbindd will create
UNIX users and groups when you ask it to Iin a local TDB).
The choice to not provide a means of create these accounts 
in LDAP was a conscious design decision.  If you want then
in LDAP or NIS, the write 'add user script', etc...
