Not exactly.  A WindowsNT or W2K system cannot separate the PDC
functionality from the DMB functionality.  Samba can.  Samba can be a DMB
without being a PDC *as long as* there are no domain controllers for the
workgroup (nt domain) at all.  If the workgroup is promoted to a domain 
(that is, if there is a DC for the workgroup/domain) then the PDC must 
also be the DMB.

So, the way to look at it is this:

#1B (unique) == Domain Master Browser
#1C (group)  == Domain Controller

Using NetBIOS names, the Primary Domain Controller may be identified by 
the fact that it also offers the Domain Master Browser service.
