[PATCH] VERSION for 3_0 and 4_0

Hi tridge,jerry,

here're patches for 3.0.0 and 4.0.0 which autocreate include/version.h
and add view more version define's and a field for vendor version tag's.
the define's will make it easier for module writer's to let there modules 
compile fine with different samba versions.

also it's easy to manage for the release manager, he has only to change the 
version in one place the rest is done by script/mkversion.sh which will be 
called from autogen.sh

It would be nice to see this applied...:-)
