Unix password sync and as_root

Using samba  3.0b3

I have some problems getting the above to work. It basicly comes down to 
the passwd program not being run as root.
Because the passwd program requires the old password to be given when not 
run as root, and since this is not available when using encrypted 
passwords I cannot get the password sync´ing to work.

Any reason why the program is not run as root? The source has all the code 
to do so, but the function is called with as_root = false
