Probably Get_Pwnam().

Same thing we do now i would expect.  Taking the username level into 
account of course.

For example, is asked to add Administrator and 'administrator' 
already exists, we create a new account since 
'/bin/su - [Aa]dministrator' will su to different accounts.

If 'username level = 1' is set, then the Get_Pwnam() would 
succeed and we would need to know that Administrator
maps to administrator.
