[PATCH] parametric options got default value parameter

Hi Jelmer,

here are the lp_param_* patches for 3_0 and HEAD

all modules now uses the new functions

and I have merged the vfs_recycle from HEAD to 3_0
(so they're now in sync)

they're also some const fixes to get rid of compiler warnings :-)

please read the patch before applying :-)
(for me it all compiles fine and should also work fine)
