problems linking vfs_recycle.c

OK, I fixed my patching errors and rebuild 3.0. I'm still getting errors
trying to link the smbd executable. Can't find lp_parm_bool or
lp_parm_ulong.  The problem seems to be that backport of vfs_recycle.c from
head to 3.0 did not backport the new param/loadparm.c.
