Users able to execute windows .exe though execute bit not set

UNIX execute permission has no effect on the ability of Windows clients to
execute a program.  If they can read it, they can execute it.

This makes sense if you think about it -- even if you could stop them from
executing it on the server, they could still just copy it to a local drive
and execute it if they had read permissions.
