Samba HEAD configure issues

Hello,

quite a wile ago, (apr 2002) i submitted some patches for the HEAD
configure.in. the problems i encountered were:
- configure doesn't detect the ability to build shared libraries
- configure doesn't set HAVE_NATIVE_ICONV if --with-libiconv=... is
given, resulting in samba not using iconv at all
- installman.sh installed the english man pages under MANDIR/man/lang instead
of MANDIR/man

while the latter of these (installman.sh) seems to be fixed, the two
other still don't work in the current HEAD cvs version.
