Looks good to me, but watch that with the srv_samr_util bug, it also
exists int the info_23 code.

This file has 2 copies of the same function, only the struct name is
different.  Looking at how ethereal decodes it, it's actually the same
struct - just 23 is a 21 embedded inside a struct holding the passwords
as well..
