Samba 3.0 alpha21 on the way

Go Jerry! As soon as Jerry does his release of 3.0alpha21 please consider
the SWAT portion (~samba-3.0.0/source/web) locked. If you need to make
changes to it then please email me first. I will release all locks by
Saturday Noon Mountain Time (USA).
