Oh... That odd bit that says that RA should be set (RFC 1002, section
4.2.15) is in the section that describes the REDIRECT NAME QUERY RESPONSE,
which no one implements (for good reason).

Thanks for digging into this.  Looks as though I need to ammend my docs a
bit.
