Failed to open byte range locking database

Apparently smbd or nmbd(whichever creates it), isn't creating 
locking.tdb

When I take a locking.tdb from another machine, it seems to work 
great.  I'm running FreeBSD 4.5-STABLE and this is with samba.2.2.4
