net local functionality

When working on some enumeration code for net tool, I faced with
choice of doing some routines by "local" or "rpc" means.
Some of 'net' functionalities could be useful when done locally
instead of rpc calls only.
Hence I'd like to raise the question: Is it good moment to
start 'net local' group of subroutines or rather leave it to
rpc calls and move "local" functionality to other tools, like
e.g. pdbedit ?
