This makes sense to me, but I don't think sending a message on SIGTERM is a
good idea.  Unless you're doing something unfriendly (like shutting the
system down with 'halt') a wall message will be sent before the process is
killed anyway.  It would be annoying to not be able to kill and restart the
daemon without notifying every single user about it.

If you really want that behavior, please make it configurable. ;)

Otherwise I really like this idea.  It would be handy for sending things
like power failure notifications as well.
