setting debuglevel?

hello,

  i was trying to turn on all debugging messages, however it didn't 
work for me. there's a value called debuglevel and it should contain 
a number. all DEBUG(..) calls whose number is lower than debuglevel 
should be printed, right? but where ? and where should I set this 
variable from to get as much of debugging info as possible?
