Japanese-HOWTO

Hello. 

I created a HOWTO for using Japanese for Samba 2.x.

If it's OK, I want to add this to samba archive and remove README.jis,
which is already obsoleted.

Tell me if you have suggestion or want to add something to add this
document. 

I will add how to use smbclient with Japanese share and will re-write
for Samba HEAD later.

Sorry I am bogged down my own jobs and it is not finished yet :-(
