This is a known issue and will be fixed at Samba 2.2.3.

I examined this under Samba 2.0.10-ja-1.2 against Windows XP
Professional share and works well as follows:

-----
#./smbclient `echo //server/<SOME JAPANESE SHARE NAME> | nkf -s` \
  -U administrator
Password:
Domain=[HOME] OS=[Windows 5.1] Server=[Windows 2000 LAN Manager]
smb: \> quit

nkf is a program to convert (mainly) Japanese encoding method.
On Linux EUC-JP is usually used as Japanese encoding method but if you
set "coding system = SJIS", you have to give a Shift_JIS encoded
string to smbclient at current Samba.

Samba Team does not develop Samba Japanese version.
Ask to Samba Users Group Japan.
