[Samba] Make error, current CVS

When running 'HEAD CVS' you may, from time to time, need to 'make
proto'.  This is becouse we don't store our automaticly generated
prototypes in CVS any more.  When compling from a fresh checkout/tarball
this is implicit, but may need to be done manually in other cases.

There is occasional debate suggesting that this should be automatic -
and while I'm for it, it never seems to actually happen.
