2..2.4-pre Makefile inconsistencies - Fix enclosed

Repeated makes on Linux result in libnss_winbind.so being rebuilt _every_ time in spite of no
changes.
Problem is inconsistency between targets and commands. Patches to configure.in and Makefile.in are
as follows:
