password server = * is broken

I fixed an issue in SAMBA_2_2 where "smbpasswd -j <domain> -r '*'"
was attempting to resolve the netbios name '*'.  This is the only issue
I've known about.

I've seen issues when there is a wins server configured in smb.conf, but 
the wins server is down....
